Popeye rules and Max Fleisher was phenomenal.
The artwork of the old Superman cartoons....wow...just, wow.

The only thing comparable (mostly because it was inspired by Max's Supes) was Batman The Animated Series by Bruce Timm.

Was this on a local television network, Cartoon Network, or something else?

Last night, i was watching an episode from Season 4 of "Homicide: Life on the Street".

i was watching a really old popeye cartoon, the one were he goes to goon island to rescue pappy and turns himself into a goon! it so rocks, i also like the sinbad the sailor one. i mean the really old popeye's by max fleisher.

Season 2 and season 3 of The Wire.On seperate channels on seperate days.Makes for confusion at times but still a great show.
