Unfortunately no ideas here. You are definitely right -- he plays it in CGCFCE on the record. Live, however, it's in standard D.

I just recently put one of my guitars in CGCFCE tuning to try to some Nick Drake stuff and am convinced Promise the World is in this tuning. If Jay is playing this in a standard D progression in concert, I guess that means he plays it live in D, but on the recording it's in that alt. C key?

So, on the record, Farrar obviously plays this in an alternate tuning (a la Nick Drake). The live version, however, is in standard tuning, no capo. I've included it below. I took this from watching thatbeat's Asheville recording.
